Earlier, Brown confirmed the switch. Asked if he was being made a scapegoat for a federal relief effort that has drawn widespread and sharp criticism, Brown told The Associated Press after a long pause: "By the press, yes. By the president, No."Or maybe...he's simply incompetent, rather than a scapegoat. Duh!

It looks like Michael Brown won't be getting a Medal of Freedom after all. The FEMA director -- praised by the president so recently for doing a "heck of a job" in handling the aftermath of Katrina -- has resigned from his office, CNN and the Associated Press report.Yup. "Heck of a job there Brownie!"
